What you need is Sash. Sash is an IBM tool for rapidly developing applications
based on html or other web technology content. Spiffy IDE, the whole deal. Take
ya about 5 minutes to do this. windows version available for download at
http://sash.alphaworks.ibm.com.

not Free, just free.

however, there *is* a Free linux (/unix)  version, based on mozilla. The linux
version is very much a work in progress. it's based on gtk (it's part of the
gnome project, the source is on cvs.gnome.org). it's very much a work in
progress (read: might acheive a level of usability if ari gets a decent amount
done over winter break) but it can do all the stuff the 'doze version can do. 

i'm probably biased, but sash is a very powerful and cool tool. the 'doze
version is quite polished and takes no time at all to figure out... hopefully
the linux version will get there.
