owners are often not known. in this particular case we didn't realize
nsIClipboardCommands was even going to be discussed. The API review
meetings are pretty dynamic. There's an "attempt" to getting the "right"
people in the room, but it's rarely, if ever, 100% successful. *Lot's*
of ground is covered in each meeting and gathering *everyone* isn't too
doable.

yup. agenda meeting mails are posted each week. if they're posted too
early, you'll ditch them and forget about it anyway. it's a lose-lose
situation, and the "best" effort is made.
