You have to set the PATH if the Mozilla DLLs are not in the working
directory of the host application. Otherwise Win32 cannot load mozctl.dll
because it cannot find the DLLs it is linked to. The mozctlx.dll changes
the PATH at runtime so this should never be a problem.
