The short answer is yes you have to fetch the whole source tarball. Even in
the longer term where we could isolate the "public" embedding headers and
libs and zip them up, Linux comes in so many permutations that it's hard to
see how it could be released in this form unless we were to build one
binary SDK for each distribution.
