Ok, bug 98371 is now checked in - which means that we now support
REQUIRES= on Win32.
To use this feature in your build, set the environment variable
MOZ_TRACK_MODULE_DEPS=1 before a fresh build.
If you're trying to use an existing tree, you MUST clobber before your
build.
