More info:

It's actually copying extra characters.  Apparently, this html is causing 
the problem:

<blockquote>
 <p>text blah blah blah...

The <blockquote>, newline, space, <p> cause it to add a few extra newline 
characters to the copied text.  This happens sometimes if I extend the 
selection before the beginning of the line, in which case a browser will 
generally add a newline, but this case happens even if I very carefully 
only select the text.  As long as the first character of the line is 
selected, it adds the newlines and other whitespace to the clipboard too.

It seemed it wasn't pasting anything because it was being pasted into a 
single-line text box (the url field of the browser), which ignores 
anything after the first pasted newline.

In other testing I got it to add a few extraneous space characters before 
or after any selected text I copied, too.

That's about all I know about it.
