The idea was that the SDK was really an aggregate of other SDKs. Ideal, but not practical. I have always wanted a flat SDK. For example:
[SDK]/include/*.h [SDK]/idl/*.idl
Plus, there is a bug VC7 2002 (fixed in 2003) such that you cannot edit a resource .rc file if the sum of additional include paths are too long, which is the current situation with the SDK, so I would vote for a flat SDK as well and also in the bin/dist layout.
