Yes, you are right. nsIWebProgressListener and nsIWebProgress are not frozen. I think they should be frozen, but that hasn't happened yet. I think you can expect little changes to occur to these interfaces, but of course since they are not frozen, I cannot promise that they will not change in the future.

The best advice I can give you is to read examples in the Mozilla code base. Almost all of the modules under mozilla/extensions are written as add-on components. They are good examples of XPCOM components that can be optionally added or removed from a Mozilla instance.

I think you've already seen http://www.mozilla.org/projects/xpcom, but that is certainly the best resource for XPCOM documentation.
