It is possible. What you need to do in that case is listen for
STATE_STOP combined with STATE_IS_NETWORK. STATE_IS_NETWORK is only
passed to indicate the start or stop of an entire frameset (i.e.,
webprogress heirarchy).

this is a feedback:
In may embedding application, i use nsIWebProgress (and
nsIWebProgressListener) and it's not possible
to know when exactly a webPage wich contains some html framset is completely
loaded (i mean when the loading is
completely finished for all html frames). It would be very nice to be
notified for this case.
