My current thinking involves making a "generic" UI that doesn't have any app-specific features. Then Firefox (say) can either
1) override the implementation entirely 2) use XUL overlays to add app-specific features.
These same kinds of issues occur when dealing with menus and menuless dialogs/sheets on mac. Documenting/unifying/freezing bits of the XUL/menu structure to allow for stable overlays of these elements will be required.
