build failed

I can not connect to the cvs server so I created a 
repository locally and build it but failed.

cvs -q -z 3 co -r SeaMonkey_M18_RELEASE -P mozilla/client.mk
cvs [checkout aborted]: no such tag SeaMonkey_M18_RELEASE
gnumake: *** [checkout] Error 1


How to resolve it?
