start Windows98, follow the step below:

1. Click Start, point to Settings, and then click Taskbar & Start Menu.
2. Click the Advanced tab, and then click Advanced.
3. In the Start Menu folder, find the shortcut to the program you want
to start each time you start Windows 2000, and drag it to the Startup
folder.
  Try it and tell me if it is OK!
