n.p.m.wishlist has been designed for this purpose, but it's better to file
an RFE in Bugzilla if it doesn't exist yet.

Then if all existing RFEs seem to be different from your one, file a new
one, mention the closest matches you found there, and say why yours is
different. It may also be a good idea to add a note to the (one or two)
most similar bugs about your new RFE to make interested people aware of it.
If your RFE is not really a new one, you may want to comment in an existing
report instead, add yourself to cc (in this case a comment is optional) or
vote for it. If you vote for a bug, you will receive change notifications,
too.
