You could take two approaches.
The first would be to require site authors to ask for sensitive
information (such as credit card numbers) in the form of password
fields. This may be a good idea anyway -- to stop me from peering over
my colleague's shoulder and seeing his credit card number.
The second would be to make encryption of autofill data compulsory.
