>From what I understand an overlay to be is this... You have the basic
Navigator xul document, which displays the interface for the browser. 
When you install Main & News, you want the item to show up in the Tasks
menu and also in the status bar, so you can access the program quickly. 
By placing an overlay in the chrome directory (essentially a partial xul
file), the browser will append that code to the original xul at
runtime.  When you run the browser, the mail and news buttons will
become available.

It just makes it easier to tack other items into the user interface
which can be separately installed/uninstalled.
