I can't address everything you mentioned, but one of
Mozilla's goals was cross-platform consistency in
development, which was a problem, from what I've been told,
when mozilla.org was first started. The original purpose of
skins is to make it dramatically easier to create user
interfaces on multiple platforms and operating systems, not
to create "gee whiz" skins. The "gee whiz" aspect of this
came as something extra.
