Are you creating a component from scratch? The makefiles are just text
files, makefile.win is in a form that nmake understands, if you don't have
that documentation then the easiest approach is to look at an existing
directory and a pair of makefiles, .in and .win for the same kind of
sources as yours and compare the two, you'll see that they aren't so very
different. Once you can see the differences copy your existing makefile.in
to makefile.win and edit it accordingly.
