Because, until quite recently, the main priority was getting
everything working. Optimising (for speed or memory) was regarded as
less important than just getting all the bits in place. (I do not
intend this as criticism - there's no point optimising somthing until
you've got a good grip on what it's going to be doing)
Which is not to say that there haven't been improvements. The
difference between M13 (where I first started following Mozilla) and
recent nightlies is phenomenal. Anyone who jumped straight from
N6.0/M0.6 to M0.7 will have seen substantial improvements in many
areas.
My recent observations lead me to believe that, now that the bulk of
the functionality is in place, more attention is being turned towards
optimising Mozilla, both in terms of memory and performance.
In short, it ain't finished yet. Behaviour is still suboptimal in
many areas. This is being worked on. Have patience.
I'll add my agreement with the subject line. Keep it up!
