User stylesheet UI covered by bug 6782, "UI for alternate and user
stylesheets" - http://bugzilla.mozilla.org/show_bug.cgi?id=6782
The discussion in the bug is /very/ long; you may want to read
the summary, "Alternate Styles Discussion - Summary v2.3", which
is attached to the bug. The section entitled "User Style Storage
Format" is what you're looking for.
AFAIK, there is no preference (yet) to change the user stylesheet
path.
