Why doesn't Netscape render frames 'pixel for pixel'?

Hi,

I have a site that I'm working on that needs to use frames AND there are
elements that MUST align vertically between frames.

However, in Netscape, they don't. IE renders the frames accuratly, but
Netscape 4.x gives various results.

I have set up a test site to demonstrate what's happening.
