Numeric character references

I try in my HTML code to use hexadecimal references character, just like W3C
suggest to do :

å
水

Netscape 4.6 or Netscape 6 doesn't translate it.

If you use decimal references, it works ?

Do you know how to use hexadecimal character references for browsing with
netscape ?
