If you use web standards such as (CSS, HTML, XML, etc...) you should not 
see radically different behavior (see www.w3c.org for standards 
documentation). Most "radically different behavior" will be coming from 
using non-standard / proprietary code options [not recommended!]. There 
will be problems you will need to work around, however developing to 
standards first and then fixing for browser quirks is the safest way to 
go. 

Also, you may want to ignore all browser prior to I.E. 5 and Mozilla / 
Nestcape 6 to save yourself a bad headache if you can.
