The major reason seems to be site admin misguidedness.
Apparently their site uses scripts that aren't DOM-compliant and they
choose to shut out Mozilla users who aren't able to "fully experience"
the Nav 4.x and IE-specific site. Interestingly, they do let Opera in.
If you disable JavaScript, the client sniffer doesn't work and the site
is browsable.
