This looks like a generic dial-on-demand configuration problem. AFAICT
Mozilla doesn't behave differently from other networking applications here:
first it tries DNS resolution of the host name and then connecting to the
host.
Perhaps Mozilla's DNS timeouts are different from the system resolver, but
the point is that the DNS queries should be able to trigger dial on demand
and the second or third query should indeed get through.
Make sure your dial on demand works. (E.g. try
"telnet news.mozilla.org 119" to test it.) In particular, make sure your
/etc/resolv.conf (DNS configuration) is correct wrt. your ISP.
