Please re-read the guidelines at

You need to mail it "TO" a specific reviewer, and CC the reviewers address.
The CC is so the messages get sent to the reviewers newsgroup and people can
scan for upcoming changes that might affect their area. But no one just
reads the reviewers list looking for things to review -- no one has the
time.
It's a bit like crying "Someone call an ambulance!!" while everyone hangs
around and gawks, confident in the assumption someone else is making the
call. Much more effective to say "You in the red shirt, call an ambulance!"
Red shirt might say "no", but now you know for sure and can ask someone
else.
