I've never tried this but it should work.
Mozilla under windows uses the OS default if the protocol is not able to
be handled by mozilla.
Therefore if you download an installer build and not install the mail
and news component then mailto: links should open in the default
application.
For nightly builds the installer is the .exe found in:
http://ftp.mozilla.org/pub/mozilla/nightly/latest/
