I don't know when it started showing up in IE, since I never cared for 
it, but I thought that the sidebar concept originated with the Aurora 
project in Mozilla's early days. I don't have a clear memory on this, so 
someone jump in here, but I think this was before anyone outside of 
Microsoft knew about this IE feature.

I don't see too many specific complaints about MS, more towards IE. 
Anyway, I find it a semi-useful feature, and others find it useful, and 
others find it useless. That's why it can be turned off :)

Monitor size has doesn't affect how much space the sidebar takes up, 
it's more of an issue of your screen resolution which is largely 
independent of most monitor sizes.
