info on tinderbox

I've done some re-arranging of the info in the frames at the top of 
tinderbox. My goals are to make the frames smaller (yes!) and still 
provide useful info. See what you think. Also, the top link on the 
"Help" frame is new, and links to a new page - Hacking in a Nutshell. 
There you'll find useful docs like alecf's new Mozilla Coding Style 
Guide, the super-review doc, and review and super-review FAQ, how to get 
CVS Access, the CVS Access form, etc.
