How to register https?

If I try to connect to any https site, mozilla pops up a message saying
"https is not a registered protocol".

This is mozilla 0.9 on Red Hat Linux 7.0. Build ID 2001050717.

I suspect registering it has something to do with the Personal Security
Manager - but when I try to open that (from the Tasks/Privacy and
Security menu), nothing happens (it doesn't come up, no error message,
nothing).

Anyone have any suggestions? Any info most appreciated.
