Forcing windows to front

We're using some Oracle Java web software. When it runs reports, it 
presents them back to the user via a PDF file. In IE & Netscape 4, when 
this file is displayed, the browsers bring this window to the front.

However, in Mozilla 0.9.1, this window is kept in the background.

Is this a "feature" ? If so, is there any way of forcing the windows to 
the foreground ?
