If you are getting the "associate file with application" window then
according to Windows the URL extension is not associated with an
application.  Regardless of what you have or have not done to associate
it, Windows still lists the file type as unassociated.  This is the
problem, it has nothing to do with netscape so long as you are still
getting this dialog, because as long as you get this dialog the filename
is not being passed to any application.

Incorrect assumption, the URL file is not being passed to Netscape based
on your statements above.  Correct the association problem and you will
most likely have Netscape working with your URL links.
