Netscape 4.x did not have the icon because it did not use the 1.3 JVM 
from sun, it uses the built-in Symantec JVM, which is something like 
1.1.8.  The 1.3 JVM only activates itself when it is specifically called 
in 4.x, not whenever a java app is encountered, then the built in one 
handles that.
