I have not done that lately, but last I heard others could still
build on that platform.

I've been building using the 4NT shell for a long time.

Many items in wintools.zip are not in Cygwin.

People have mentioned branches. There is also the issue of cvs
modules. Are you suggesting that all parts not required to build
one particular target should be either pushed to branches or out
of the repository all together? We choose not to do that.
