I do that from a DOS batch file. I have the following:

SET MOZ_TOOLS=d:\wintools
SET MOZ_BITS=32
SET OS_TARGET=WIN95
SET WINOS=WIN95
SET _MSC_VER=1200
SET VSCOMMONDIR=C:\PROGRA~1\MICROS~2\COMMON
SET MSDEVDIR=C:\PROGRA~1\MICROS~2\COMMON\msdev98
SET MSVCDIR=C:\PROGRA~1\MICROS~2\VC98
SET VCOSDIR=WIN95
rem I do not remember what it is for, but you seem to miss it.
SET INCLUDE=C:\PROGRA~1\MICROS~2\VC98\ATL\INCLUDE;
   C:\PROGRA~1\MICROS~2\VC98\INCLUDE;
   C:\PROGRA~1\MICROS~2\VC98\MFC\INCLUDE;C:\CYGWIN\USR\INCLUDE
SET LIB=C:\PROGRA~1\MICROS~2\VC98\LIB;C:\PROGRA~1\MICROS~2\VC98\MFC\LIB;
MOZ_SRC=c:\mozilla_source
CVSROOT=:pserver:[EMAIL PROTECTED]:/cvsroot
HOME=d:\Jacek
rem I do not remember what HOME is for
BUILD_PSM2=1
set mozilla_official=
set DISABLE_TESTS=1
c:
cd \mozilla_source\mozilla
nmake -f client.mak
