Ok, I've heard this a lot, and I'll wager while your IP really is what you say
it is, irc.mozilla.org isn't seeing it. It's seeing 255.255.255.255 instead,
which is an invalid public IP. I'll also wager you're behind a NAT box (DSL
routers often have built in NAT). Tell your NAT to pass public requests to port
113 to your box's port 113, and turn on the ident server. Port 113 is what ident
runs off of, and if you NAT is blocking public access to it, then running an
ident server won't help.
