The preference only works with well-designed sites. I guess you are 
visiting badly designed sites. There are a lot of those.

No, unless you want to edit the JS code that implements the feature. If 
you are comfortable with editing the source, the right file is called 
"viewZoomOverlay.js".

The font zoom in the View menu is a temporary font zoom--like in IE 5 
for Mac. This is by design. It is not like Windows IE 5's font size 
submenu, which is actually the seemingly missing font size pref in a 
weird form.
