It's not a bug. The theme is not intended for low color. It uses images
for the toolbar backgrounds and buttons which do not scale in low color
situations. Try using the Classic theme which doesn't use images for
it's toolbar backgrounds and has low color safe images for its buttons.
The classic theme also picks up the system colors and fonts.
