How to stop X-10 popups with Mozilla 0.9.3?

I've been told that Mozilla can stop popups, and stop fetches from sites
with IP that differ from the site you requested (thus, stopping
doubleclick ads).  I don't see where to do this in the config.

Can someone direct me to information about this?
