Mozilla 0.9.4 broken with Windows XP

I just downloaded and did a clean install of the 0.9.4 release for win32
on WinXP Pro.  I run a straight connection to the net through my home
network.  The machine in question always has a connection.  When
starting up Mozilla I always get the Connection refused or can find the
site error message.  It can't connect to any sites.

If anyone wants to file a bug on it, feel free.  I'm reporting it here
because I don't have time to file bugs.
