It is the outermost chrome which animates the throbber when loading
some html in some chromewithinchrome, for some reason.

The chrome has, I assume, a lot of complex drawing and size
calculations going on, so chrome within chrome could be an interesting
way of looking at how long at takes mozilla to redraw chrome. ie, on
my G4 cube, seven layers of nested chrome takes nearly half a second
to completely redraw, so one standard chrome takes a fourteenth of a
second... that sort of thing.
