I believe you need to play with the Networking/Dial-Up Networking
settings in Windows so that it notices that a program is trying to
access TCP/IP and then dials automatically. I'm afraid that even when I
did know this kind of stuff (I have broadband nowadays) I only knew it
for Win9x, so I can't help much more than that.
IE/Outlook Express have some kind of back-door setup to do all this
automatically, which can be a real pain : IE often tries to shut down a
DUN link despite the fact that there are other (non-MS, naturally)
internet apps still using it.
