Appears to me to be a bug  and I've reported it in Bugzilla.

Check About::Plug-ins and I suspect you won't have any Java plug-ins
showing.

I found a fix in the plug-ins news group.  However, I just did a
nightly-build install and it replaced the all.js file, so I had to do it
again.

Add the following line to your Mozilla/defaults/all.js file:

pref("plugin.do_JRE_Plugin_Scan",true);
