No.  Bookmarks mark a web PAGE, just as a real bookmark marks a page in a
book.  Unless a site is very poorly designed, the web SITE and web PAGE are
not the same thing, and the bookmark can be used to mark a specific page on a
site.

Having it save the scrollbar locations would be more like a PostIt note
marking what line on what page you stopped reading..  A kind of bookmark,
sure, and more specific than the typical type which just lets you know what
page you were on, but that doesn't make a page bookmark any less of a
bookmark.
