This is a CSS2 inline box model thing.[1] It only happens in the 
standards layout mode, which is activated because the page has a strict 
doctype declaration[2]. (Using the strict doctype declaration is wrong. 
The page isn't really strict.)

This issue has been discussed in Bugzilla and the bug has been marked 
invalid.[3]
