It's deliberate. ALT is not meant to be used for tooltips.
It is meant to replace the image when the image does
not display (for example: if the image is broken, or if
the user is using a text browser or a voice browser).
Most of the time, text that would make a good tooltip
would not make a good alternative text and vice-versa.

The TITLE attribute is meant for tooltips.
