Unfortunately, I can't name specifics, but I know there is a 
forms-in-frames chat application (perl script) I use on an extranet 
(sorry, no URL) on a regular basis, and there is a lot of 
progress/regression from one build to the next. Specifically, extended 
characters behave oddly. Most of the other users are on Windows PCs with 
US-EN and their browsers assume the Windows character set (1252?). When 
they post something with accented characters, there's no telling what 
will actually show onscreen, even after I had the webmaster add a 
character set META tag. Frequently, only those of us who have many of 
the character entities memorized can effectively post exactly what's on 
our minds.
