It was more of a public perception thing. Remember that anyone who logs out of hotmail.com is sent to msn.com. If MSN isn't lobbied to let Mozilla users in, any user of a Moz-based browser will be greeted with "You should use a standards-compliant browser" when logging out of Hotmail.
