It's goes by UA strings. That's not terribly accurate, but it should catch most of the waste, since most people don't mess with the UA string pref. I haven't deployed the filter on any of my sites yet, since most users opt for a Netscape release or at least a milestone. I've got plenty of time before 0.9.7.
