Just a bit of explanatory text for the second possibility: 

"Either your Proxy Server settings are incorrect, or the Talkback server is
not responding. Please check your Proxy Server settings or try again
later."

Maybe it's up most of the time, but it does seem to be down quite a bit
lately ... I've messed up my proxy settings trying to send a Talkback and
then found from newsgroups it was actually down at the time.
