Yes. Close Mozilla. Search your drive for the mailnews.js file and 
locate the following line:

pref("mailnews.reply_header_type", 1);

Since you're using Win98, edit the line with Notepad to change the 
number 1 at the end of the line to 2, like this:

pref("mailnews.reply_header_type", 2);

Save the file and exit Notepad. Restart Mozilla. Now you should have "On 
(date, time) (author) wrote:" when replying to messages. Have fun.
